I think it's quite obvious, that ALL countries govts are being run by ancient tribes, of various factions, who are all fighting for total control of the world.
WHOEVER gets it, out of the present leaders, ALL civilians will be in serious trouble of becomming literal slaves.

I don't believe it. I think its much more likely that the angry mob were looting or starting fights. They talk about how the Georgians dispersed the riots, but not what the rioters did. If they broke the law, they deserved whatever they got.
