In the frame before that there appears to be a man holding a police issue billy club/night stick standing in front of the lighted cross. "Lighting the cross", as they call it, is done for special events or ceremonies. Though a lighted cross was used as a terror tactic, often placed in the front yard of victims for intimidation purposes or before a murder/hanging (lynching).
