Yes, you're right (eddgi). Technically it's not "water boarding" in the present sense due to it being a bit more automated. Drawing a fine line on definitions is the same type of reasoning allowing authorities too lazy to do real work to torture the "suspicious" instead. After practicing on people nobody cares for, they'll eventually find excuses to practice on anyone, even if perceived as showing a lack of Respect to their position or opinions--they'll enjoy it so much. (At 2:03 is an example)
